Career Technical Education (CTE) is a key component of the education services offered in California public schools. CTE provides us with a unique opportunity to train students with the skills they need to successfully transition into the workforce. Recent changes to public school financing brought about by the Local Control Funding Formula (LCFF) have broad implications for CTE here in the Inland Empire and could mean huge changes to how public schools provide these programs.

Below are excerpted strong comments from an outraged California constituent, reacting in an email to the above invitation issued by California Assemblyman Brian Nestande: 
Dear Brian:

I can't believe you are participating in this "workforce" project... the school to work agenda... straight out of the UN and is part of the federalization of education and the take over of our children via Common Core and the implementation of the UNESCO agenda... Limited Learning for Lifelong Labor/Neo Feudalism!

I have spent enough time trying to educate you to the truth but instead you continue to embrace the wrong agendas [that] will destroy the hearts and minds of our children. I am truly disappointed in you Brian. I thought you might rise to the occasion this time but alas, NO... instead you are embracing the progressive agenda. YOU were was in a position to do something good but instead, you sold out for personal gain. Shame Brian. I am truly upset to see this and very disappointed. I will tell the truth even if you politicians won't!!!!   

...California has sold out to the Bush/Obama federal and corporate takeover of education and the UN's agenda and so have you... all this workforce stuff comes right out of the UN as I have shown and proven to you on numerous occasions. I will tell everyone I know about this as you are no better than the progressives we currently have... and indeed, you will NOT make a difference in DC!!! 

Appalling Brian, Just Appalling! 
Some history and documentation is in order regarding the initial funding for workforce training. There are 8 points below. Point one (1) begins with an innocent-sounding FOUR MILLION DOLLAR federal grant to research Soviet "school to work" and points 2, 3, 4, 5, 6, 7, and 8 are important federal and state milestones in the journey towards "neofeudalism" and "limited learning for lifelong labor." Maybe our elected officials should take a look at this history, especially the history of "school to work" in Maine which appears to have been certainly one of the first states, if not the first, to adopt this system required for a planned economy.  Bye-bye capitalism. Maine was implementing the system BEFORE it was approved by the Congress. I wonder where Maine got the $$ to start the ball rolling.


1. An excerpt from an entry in my book the deliberate dumbing down of america, page 272.
POLYTECHNICAL EDUCATION: A STEP BY ROBERT H. BECK, UNIVERSITY OF MINNESOTA, was published in 1990. Beck was under contract to the National Center for Research in Vocational Education, University of California, Berkeley and was supported by the Office of Vocational and Adult Education through a U.S. Department of Education grant for $4 million [Carl D. Perkins Vocational Education Act, Grant #V051A80004–88A, September.] Had this report not cost $4 million in taxpayers’ money, one could dismiss it as just another effort by the federal government to keep its education researchers occupied. Why would the government spend such an enormous amount of money on a government project describing the Soviet polytech system unless the government was considering putting the same polytech system in place in the United States?

2. Another excerpt from an entry in my book, pp. 271-272:
THE STATE OF MAINE TOOK A LEADERSHIP POSITION IN THE  IMPLEMENTATION OF A SCHOOL-to-work system in the early 1990s. The following excerpts from The School to Work Revolution by Lynn Olson, Perseus Books: New York, 1997) relate to the first steps taken to implement this new corporate fascist system of governance. Olson recalled Maine’s activity as follows:
John Fitzsimmons, the President of the Maine Technical College System and former state labor commissioner in Maine during the 1980s, traveled to Germany and Denmark in the early 1990s, along with the  then-Governor John R. McKernan, Jr. [husband of U.S. Senator from Maine Olympia Snowe], to get a first-hand view of European apprenticeships. The governor and Fitzsimmons were so impressed by what they saw that they plotted the outlines for a Maine initiative on paper napkins on the transatlantic flight home. In February 1993 the Maine Youth  Apprenticeship Program—now called Maine Career Advantage—accepted its first 12 students. By 1996 the initiative had spread to 276 students, 108 high schools, and 197 businesses. An additional 850 students were involved in career-preparation activities such as job shadows, developing portfolios, and summer internships.
“I really believe, in my state, the future lies in the quality of the skilled workforce,” Fitzsimmons told me in 1994, a strong Rhode Island accent still lingering in his voice. “We will not compete with a North Carolina Research Triangle or with Massachusetts’s Harvard and M.I.T. and their ability to be international research areas. We will be the producers of goods. And I take great pride in that because if we’re able to produce  high-quality products, it will mean high-wage jobs for our people.” 
3. From page 317 of my book, the following entry:
IN 1993 THE SCHOOL TO WORK OPPORTUNITIES ACT PASSED THE HOUSE OF REPRESENTAtives without a roll call vote. [It passed the Senate in 1994, ed.] This legislation called for Soviet/German full employment/quota-type system, incorporating the Danish model for polytech education. Anyone familiar with this legislation will recognize the similarity between its wording and the late Professor Eugene Boyce’s definition of communist polytech education (found in this book’s 1983 entry for The Coming Revolution in Education) which states that the communists “do not educate people for jobs that do not exist. No such direct, controlled relationship between education and jobs exists in democratic countries.”
4. I have in my hand an application for funding letter to Secretary Robert B. Reich, U.S. Dept. of Labor and Secretary Richard B. Riley, U.S. Department of Education written on behalf of Governor John R. McKernan, Maine, dated April 1, 1994 requesting $12,000,000 to fund Maine's involvement in implementing the Soviet polytechnical system, also known as Career Opportunities/ and "Maine's nationally-recognized Maine Youth Apprenticeship Program." This application was, of course, in response to a federal "Request for Proposals" sent out to all 50 states. Maine received $12,000,000 million,  an amount determined relative to its one million population. Can you imagine how much states like California and New York, etc. received? The last paragraph of the above-referenced letter to Secretaries Reich and Riley, respectively, signed by Leo G. Martin, Commissioner of Education, Maine, states: 
"Please don't hesitate to call me, Governor McKernan, or President Fitzsimmons of the Maine Technical College System, if you need any additional information or clarification of our plans. We look forward to working closely with you in a nationwide State/Federal partnership to help move the entire country toward high PERFORMANCE [OBE, ed.] education, a high skills workforce, and a high productivity, high quality economy." 
5. An excerpt from my book, page 329:

A PAPER ENTITLED “ISSUE FOR DESIGNING A SYSTEM OF SKILL STANDARDS AND CERTIFICATION for the American Workforce: On What Basis Should Occupation/Skill/Industry Clusters Be Organized?” by Robert W. Glover of the Center for the Study of Human Resources, University of Texas at Austin, was prepared for the U.S. Department of Labor in May of 1994. Mr. Glover has contributed to several national and international studies, including America’s Choice: High Skills or Low Wages and was the author of the Texas Department of Commerce’s publication entitled Developing a System of Skill Standards for the State of Texas (January 1993). Students in Texas are now required to “enroll in one of 5 specific areas a study” to choose a “career track” as early as the 8th grade.

This choice will determine 14 year old Texans future which is an unrealistic demand of children at such a young age – at a time in a young person’s life when they are still discovering who they are.

Career counselors are being tasked with encouraging 8th graders into what career path they want to focus on by meeting with the child to explain college requirements and whether they are wasting their time taking elective courses.

The Texas State Board of Education (TSBE) sent a letter to lawmakers requesting more funding for career path counselors to steer children into their pre-designated and possibly specialized study for future employment.

Back in February, President Obama stated in his most recent weekly address to the nation that America’s future is in a trained and skilled workforce that fits the needs of corporations....
Obama signed a PM “Job Driven Training for Workers” empowering the Secretary of Labor, the Secretary of Commerce and the Secretary of Education to give “workers the opportunity to acquire the skills that they need to pursue in-demand jobs and careers is critical to growing our economy, ensuring that everyone who works hard is rewarded, and building a strong middle class.”...
Obama wrote: “It is critical that the Federal Government ensure that its policies and programs in the workforce and training system are designed to equip the Nation’s workers with skills matching the needs of employers looking to hire. To achieve this goal, employers must identify the skills and credentials required for in-demand jobs and help develop training programs; workers and job seekers must have access to education and training that meets their unique needs and the requirements for good jobs and careers; and employers must have easy ways to find workers who have or can acquire those skills. We must take steps to ensure that all relevant Federal programs follow such a job-driven approach to training, and that these programs are accountable for getting Americans into good jobs and careers as quickly as possible.”

CARNEGIE CORPORATION BEHIND SCHOOL CHOICE/CHARTER SCHOOL AGENDA

including so-called conservative foundations

I spilled all the beans regarding the neoconservative Trotskyite pro-school choice/charter school agenda during the interview I did with Dr. Stanley Monteith on Wednesday, June 18 -- one hour of complete exposure covering tax-exempt Heritage, Eagle Forum, Freedom Works, Pioneer, et al, and the Carnegie Corporation. I called for resumption of the 1953-1954 Congressional Investigation of the Tax-Exempt Foundations that was abruptly shut down during the Eisenhower Administration.  The late Senator Jesse Helms, in 1986 at a ceremony we held to honor the late Norman Dodd (I was present) promised Dodd, the principal investigator during the congressional investigation, that he, Jesse Helms, would see that the investigation would be resumed. The following information underscores exactly why the 1953-1954 investigation MUST be resumed, IF the United States is to continue as a constitutional republic, not just one of the global system's democratic socialist regions run by unelected  council form of government (communist form of government).

This interview with Dr. Stanley Monteith took place two days before I found out that my call for a resumption of the investigation was indeed even more important than I had ever dreamed.

Yesterday I came across a three-page document which proves that the present charter school movement is spearheaded by no less than Chicago Communist Bill Ayers' brother, John Ayers, who up until a few years ago was Vice President and Treasurer of The Carnegie Foundation for the Advancement of Teaching in Stanford, California.  Read on...
 

As an aside, but important in itself, John Ayers tenure at CFAT followed the Presidency of CFAT by Professor Lee Shulman, who oversaw the  Chicago Skinnerian Mastery Learning/Direct Instruction disaster (1968-1980), with the help of Sophie Bloom, the wife of behaviorist Benjamin Bloom 1968-1980.

This disaster resulted in half the freshman class in Chicago failing to graduate. It was referred to by Education Week  as a "human tragedy of enormous proportions." Shulman, who went on to head up Stanford's Education Policy Institute, was awarded $817,000 by Carnegie Corporation in 1987 to develop over the next 15 months new forms of teacher assessment materials that would be the basis of standards adopted by a national teacher certification board.  Shulman was named President of the Carnegie Foundation for the Advancement of Teaching, in 1995, when former President, Ernest Boyer, passed away.

And more recently Shulman is known for his role in assisting Catholic educators to "transform" and redirect Catholic education which then culminated in "Catholic Standards and Benchmarks" based on Common Core and promoted through the Common Core Catholic Identity Initiative.

In 2007, a major conference was held to redirect Catholic education. The Carnegie Foundation for the Advancement of Teaching  (CFAT) convened and funded a conference entitled A Carnegie Conversation on Catholic Education. This was a "mother lode" to radically change Catholic Education. Tony Bryk, President of CFAT, along with Lee Shulman, President Emeritus of CFAT, called for the "Carnegie Conversations,” which was only the first of a series of conferences. The additional conferences were then led by the Catholic Higher Education Consortium CHEC), which was an initiative established during this 2007 summit at the urging of Shulman…. One of the products of the continuing Catholic Higher Education Consortium (CHEC) was the “National Standards and Benchmarks for Effective Elementary and Secondary Catholic Schools. The paper from which I am quoting (below) appears to have  been written by someone very high up with access to the truth behind the school choice/charter school movement.  I found it in an important file I had on Maine's application for federal funding of its School to Work Initiative.
   
When reading this 3-page document please remember that the Carnegie Corporation of New York (President David Hamburg) signed an extensive agreement with the Soviet Academy of Science related to joint development of computer courseware in critical thinking for early elementary school children at the same time President Reagan signed the education agreements with President Gorbachev which merged the two education systems (1985). See my 1989 booklet Soviets in the Classroom...America's Latest Education Fad for extensive documentation regarding the role of the Carnegie Corporation in its cooperation with the Soviet Union. It was David Hamburg, President of the Carnegie Corporation, who said in regard to curriculum development and the restructuring of American education:  “Privately endowed foundations can operate in areas government may prefer to avoid.” This statement  underscores the necessity of  immediately reopening the Congressional Investigation of the tax-exempt foundations so that an end can be put to the meddling by unelected tax-exempt entities (foundations) in affairs of state, including the education of our children. Representative Lee Hamilton (D-IN) said during the Iran-Contra hearings that “The use of private parties to carry out the high purposes of government makes us the subject of puzzlement and ridicule.” Shouldn’t Hamilton be asked why the use by our government (especially the State Department) or private parties  (tax-exempt Carnegie Corporation and other foundations) to carry out the high purposes of government does not similarly make Congress the subject of puzzlement and ridicule?

REVIEW:

The first part of the three-page document relates to the role of Thomas G. Ayers, father of Bill Ayers, Weatherman terrorist/communist, and his second son, John Ayers, and his leadership role in school choice, especially school charters. Thomas G. Ayers (1915-2007) was a prominent corporate gentleman with unbelievable connections across the board, including having served as V.P. of the Chicago Board of Education, and on the board of directors of numerous major American corporations.  The last sentence under section regarding the late Thomas G. Ayers says:

"His son, John Ayers, once on the staff (1983-1986) of former U.S. Rep. Lane Evans, Dem. IL, is a national leader in charter school development."
All the info in this paper has numbered citations, but they are not included at end of  the paper from which I quote. This paper then goes on to discuss William Charles "Bill" Ayers, and the fact that he co-founded Weather Underground, a self-described Communist revolutionary group that conducted a campaign of bombing public buildings during the 1960s and 1970s. He is a retired professor in the College of Education at the Univ. of Ill. at Chicago, formerly holding the titles of Distinguished Prof. of Ed. and Sr. University Scholar.  During the 2008 US presidential campaign, a controversy arose over his contacts with candidate Barack Obama. He is married to Bernadine Dohrn, who was also a leader in the Weather organization.

Now, here is the remainder of the article, typed in verbatim for the reader:

"Chicago education advocate and reformer John Ayers has been named vice president and treasurer of The Carnegie Foundation for the Advancement of Teaching in Stanford, California, effective November 2.

"John's administrative and management experience, energy and enthusiasm, combined with his strong sense of ethics and fairness  will help immensely as Carnegie embarks on a multi-faceted research and development agenda," said Carnegie President Anthony S. Bryk. 'Carnegie's new work will bring together a diverse network of practitioners, researchers, social entrepreneurs, policy makers and other stakeholders to map the many dimensions of the most difficult education problems and to identify promising solutions to foster continuous improvement. John's skills beautifully align with what I and the Foundation need at this time.'"

"As a consultant on school reform in Chicago, Ayers launched Union Park High Schools, a school management organization, in 2008 with plans to create four charter high schools in Chicago.  He created a unique partnership with three labor unions and Johns Hopkins University to launch these high quality schools over six years. He has also worked on crucial national issues in education.  He has consulted with National-Louis University on its urban education strategies and helped the university win two large grants from the U.S. Dept. of Education, the Teacher Quality Partnership grants aim to improve teacher preparation by using residency programs similar to medical residencies.  He is also a senior associate at the National Association of Charter School Authorizers, which supports quality practices in the organizations that grant and oversee America's 4,600 charter schools.

"As executive director of Leadership for Quality Education (LQE), Ayers led efforts to bring charter schools to Illinois and spent ten years advocating policies and managing programs that improved principal leadership in the city.  He also enhanced management, governance and community support for innovative small schools and charter schools. A major force for school reinvention in Chicago, LQE was widely engaged in community efforts to improve schools, including in the late 1990s, when Ayers worked closely with Bryk as he was designing and launching the award-winning Consortium on Chicago School Research.

"Ayers is taking a unique role at Carnegie. Carnegie Vice President Pat Hutchings is retiring in November, and Carnegie's former treasurer retired earlier this year. The Foundation decided to merge the two leadership positions as part of a larger administrative reorganization.
"John Ayers takes on the difficult job at Carnegie that combines two high-level and essential positions, that of vice president and treasurer," said David Tatel, the current chair of the Carnegie Board. 'The Search Committee knew we may have been searching for the impossible candidate, but it turned out not to be the case; we found the perfect person for the position. John has a deep understanding of education issues, is a problem solver, and has enormous experience as a manager and leader.  We couldn't be more pleased with this appointment." Now, here is the rest of the story... is it any wonder Louisiana is leading the way with charter schools? In an article published on May 31, 2012, titled "Education advocate chosen to lead Cowen Institute," in News from Tulane (University), http://tulane.edu/news/newwave/053112_ayers.cfm, is the following key information:

John Ayers, a former Carnegie Foundation executive and longtime education policy leader and advocate for educational excellence and equity, will be the new executive director of the Cowen Institute for Public Education Initiatives at Tulane University....

Ayers was most recently with the Carnegie Foundation for the Advancement of Teaching on the Stanford University campus in California....

As a member of the Carnegie senior leadership team, Ayers contributed to the foundation’s efforts to rethink the research infrastructure supporting public education. In addition, he supervised Carnegie’s $83 million endowment and investment policy and served as secretary to its board of trustees.

“I can assure you that John couldn’t be more excited about coming to New Orleans to help us advance the Cowen Institute’s mission and move the institute’s work to the next phase,” Cowen said, “as well as continue the reform effort at the local and state level.”

Ayers spent most of his career in Chicago, where he led successful urban school reform strategies and was one of the key figures in Illinois’ early charter school movement.

He served as vice president for strategic partnerships at the National Association of Charter School Authorizers, working to strengthen quality review and oversight of the growing charter school sector. 



For 11 years, Ayers was the executive director of Leadership for Quality Education, part of a Chicago senior business leadership group. While there, he spearheaded the implementation of two landmark urban school reform laws and chaired the steering committee of the Consortium on Chicago School Research at the University of Chicago.

The aforementioned information should convince the most skeptical of skeptics regarding collusion between left and right -- that something is horribly "wrong in Denmark" as relates to the highly touted tax-funded school choice/charter school agenda being pushed on innocent Americans by the neoconservative tax-exempt foundations, with much help from their supposed nemesis, the leftist tax-exempt foundations.  Resumption of the investigation of the tax-exempt foundations is the only solution to keeping the USA out of the Carnegie-spawned (since early 1900s)  global system with its Womb to Tomb /Limited Learning for Lifelong Labor. Carnegie Corporation, in its little blue book Conclusions and Recommendations for the Social Studies, 1934, called for using the schools to change America's capitalist economic system to a "planned economy" and at the same time called for doing away with the right to own property!  Book available at AmericanDeception.com

This "Common Core" agenda is nothing but a diversion from the real Trojan Horse -- tax-funded school "choice" which will kill all private, religious, and public education and may well destroy our elected form of government due to its removal of elected boards to oversee the expenditure of a gargantuan amount of tax money. Charter schools are public schools BUT they have NO elected local school boards. (This is Taxation Without Representation!)

The government/corporations want their own education system and know that they must control all education in order to accomplish their lifelong global workforce training agenda. The reason they are going after public education is due to the fact that we still have elected local school boards, accountable directly to voters and parents. This is a major obstacle to their changing over our education system from an academic focus to a performance-based workforce training focus -- with full implementation of a womb-to-tomb system of control of all Americans. 

URGENT!!!! In this interview I also call for  a resumption of the Congressional Investigation of the Tax-Exempt Foundations aka Reece Committee Investigation hearings, headed up by the late Norman Dodd, Research Director, 1953-1954, which were abruptly shut down in 1954.

This time around the tax-exempt foundations to be investigated should include the neoconservative Trotskyite tax-exempt foundations, such as Heritage Foundation, Eagle Forum, Family Research Council, Freedom Works, Pioneer, Gates, etc., which all support tax-supported school "choice."

We need one good Senator to call for the resumption of the 1953 investigation. The late Senator Jesse Helms promised Norman Dodd in 1986 that he would attempt to get the hearings resumed. He did nothing.

It is up to all of us to make sure this happens.  If you know of one good Senator who will assume this job, please let me know, and we can go from there. 

Such a resumption of the 1953 Congressional investigation could be exactly what the doctor ordered.  Clean out the elitist leftist tax-exempt stable where leftist/collectivist policies have been spawned for over 100 years!

The School of the Hub

This is regarding the previous blogpost "Womb to Tomb," reviewing the article by Patrick Wall titled "City launches $52 million plan to turn 40 schools into service hubs," Note this quote: 

"Governor Cuomo has set aside $15 million in competitive grants for schools to adopt community services, and the Obama administration has funded “Promise Neighborhoods” across the country where young people can access an array of services in and around their schools."
21st Century Community School Hubs called Promise Neighborhood Schools by Obama are embedded in the Re-authorization of the Elementary and Secondary Education Act (ESEA). Please read the excerpts below. This bill will:
  • Extends the school day to all day
  • Sets up community schools known as school based clinics
  • Sets up across domain testing
  • Re-defines the family
  • Initiates "partnerships"
  • Sets up integrated services for mental health wrap around services
  • Schools become "hospitals" that can bill Medicaid.
NOTE: This is Hillarycare under Obama. I testified to the Department of Interior in 1995 about schools applying for a partial hospitalization license so they can bill Medicaid. All affective domain or any "at risk" student can qualify for mental health wrap-around services. This means any child not meeting Common Core (or reform by any other name) will be at risk. An "at risk" child, or a Title I child, would be deemed educationally deprived.

SB 1094 Re-authorization of ESEA. Ugh. This bill is 1150 pages. But these pages tell the story about Community Schools. NOTE:  21st Century Community Schools are included in the ESEA flexibility waiver, also. But not in this detail. See last entry below.

INTEGRATED STUDENT SUPPORTS.—The term ‘integrated student supports’ means wrap- around services, supports, and community resources, which shall be offered through a site coordinator for at-risk students, that have been shown by evidence- based research—
‘‘(A) to increase academic achievement and engagement;
‘‘(B) to support positive child development; and
‘‘(C) to increase student preparedness for success in college and the workforce.

ESEA Flexibility Waiver- see the box below. Oklahoma checked this box in their waiver.
Optional Flexibility:
An SEA should check the box below only if it chooses to request a waiver of the following requirements:
 The requirements in ESEA sections 4201(b)(1)(A) and 4204(b)(2)(A) that restrict the activities provided by a community learning center under the Twenty-First Century Community Learning Centers (21st CCLC) program to activities provided only during non-school hours or periods when school is not in session (i.e., before and after school or during summer recess). The SEA requests this waiver so that 21st CCLC funds may be used to support expanded learning time during the school day in addition to activities during non-school hours or periods when school is not in session.
