Open Letter To Senator Mike Lee, Utah

Dear Senator Lee,

You, Senator Lee, appear to be a friend of parents, teachers, and plain grassroots Americans who have serious concerns related to the Reauthorization of the Elementary and Secondary Education Act (ESEA/NCLB).


A significant number of parents and teachers wonder if the most effective way to stop the Reauthorization of ESEA might be for you to request a delay in the House vote Wednesday, December 2, due not to the controversial nature of the bill, but to the circumvention of procedural requirements in passage of ALL legislation by the Congress.
 
Concerned parents, teachers, and others who have been following the history of this legislation believe there have been important and disturbing irregularities in the normal procedure related to  enactment of legislation .
 
What has transpired since January when HR 5 was first being considered is in itself interesting.
 
Our first concern was when, in February, Rep. John Kline postponed the House Education Committee vote on HR 5(Student Success Act), knowing he didn't have enough Republican votes for passage.   His excuse was that an urgent Homeland Security vote took precedence.

 
We know that Sen. Alexander wanted to move very fast with his version of the Reauthorization of ESEA.   All of us kept wondering when he would get his Senate bill in shape for a Committee vote.  It took Alexander from January to July to feel comfortable in moving ahead, only after Rep. Kline managed to get a five vote majority on HR 5 (Student Success Act) in July.    Those of us who watched the House vote on  C-SPAN can attest to Kline's HR 5 initially losing by a substantial number of votes.  Suddenly,  after the Congressional clock stopped ticking, the necessary five votes for passage came in.  Shouldn't that be investigated? 
 
We parents and teachers, and other groups opposed to this legislation, ask you to speak out (formally) regarding the Senate and House Education Committee's not following the procedural rules required for passage of legislation?
 
You certainly recognized that what happened in the Conference Committee's handling of the last stages of passage of this bill was illegal, and we thank you so much for making a public statement in that regard.

Could you, Senator Lee, request a postponement of any further votes by the House or Senate  until an investigation  is made into   the House and Senate's strict adherence to Congressional Procedural  Laws in regard to the Reauthorization of ESEA?
 
Such a postponement would allow for not only Congress to have more time and input into the legislation, but for grassroots Americans (not the usual lobbyists who attend all hearings) to have more time to express our opposition to what we consider legislation which will end forever many of the freedoms enshrined in the United States Constitution.

We have approximately one week to call Congress to try and stop passage of this monstrosity. Do they plan on you being too busy with the holidays to protest?

 They came for the public charter and voucher school children but I said nothing because I thought it did not concern me.

They came for the private and faith based school children, and I did nothing to protest because I have no children in private or faith-based schools.

They  came for the babies, but I have no babies, so I said nothing.

                                         Early Childhood Education.

Then they came for me and there was no one left to speak out or protect me.

                 Community Education, Promise Neighborhoods and HUD.

Once our suburbs have been “equalized” by HUD , won’t every school district be included in Promise Neighborhoods, which is being included in ESEA conference negotiations?

"For years, the cities have been robbing the suburbs but they now have a scheme that will quickly end in a takeover of the suburbs by a leftist federal government.HUD announced enforcement of its new 377-page rule called the Affirmatively Furthering Fair Housing Rule which will allow them to move people from poor crime-ridden areas into “wealthy” suburbs. It was announced by leftist Julian Castro Monday. The rule has force behind it. Federal monies will be withheld and lawsuits accusing residents of racism will be filed. Any town that takes federal funds will be transformed.

It is not only forcing unnecessary racial integration, its forcing class integration and the destruction of the local governments who will officially become satellites of the urban areas. Neighborhoods will be diversified according to income levels. The plan is to make us into a classless society of the type Karl Marx promoted."

Do you think it matters that Portability (money following the child) has been dropped from the Reauthorization of the ESEA Act? 

IT DOESN’T!

PROMISE NEIGHBORHOODS,  INNOVATIONS, COMMUNITY EDUCATION, SMART CITIES, AND HUD can make the concept of portability moot or superfluous because all these programs encompass everyone in the Community.

  In 2010, the Promise Neighborhoods program awarded one-year grants to support the development of a plan to implement a Promise Neighborhood in 21 communities across the country that included the core features described above. At the conclusion of the planning grant period, grantees should have a feasible plan to implement a continuum of solutions that will significantly improve results for children in the community being served.

In 2011, the Department awarded a second round of planning grants and a first round of implementation grants. The five implementation grants and 15 planning grants will reach an additional 16 communities throughout the United States in order to help revitalize disadvantaged neighborhoods. Promise Neighborhoods is now in 18 states and the District of Columbia.

In 2012, a third round of planning grants and a second round of implementation grants were awarded. The 7 implementation grants and 10 planning grants will reach an additional 11 news communities throughout the country. Promise Neighborhoods is now in 20 states and the District of Columbia.

In subsequent years, contingent on the availability of funds, the Department intends to conduct competitions for new implementation and planning grants.
