Senate Bill 1094 -- Reasons to be concerned

Anita Hoge sent through some important information about what is going on in Washington. She has done a super job of analyzing yet another monster piece of legislation, SB 1094 21st Century Community Schools. Note especially

(7) FAMILY AND COMMUNITY ENGAGEMENT- The term `family and community engagement' means the process of engaging family and community members in education meaningfully and at all stages of the planning, implementation, and school and neighborhood improvement process, including, at a minimum--
(B) effective coordination of student services at all stages of the continuum of high-quality pipeline services

(9) FAMILY MEMBER.—The term ‘family member’ means a parent, relative, or other adult who is responsible for the education, care, and well- being of a child.

Anita's comment is especially disturbing:  This legislation along with HR 5 (Republican version) will Nationalize education in the United State. This particular part shows how this legislation WILL ALLOW Affective Domain  Testing, birth through age 21, expanding choice, and using funding to expand charter schools.

I hope there will be massive opposition to ESEA reauthorization.  This legislation came out of committee. Senator Reid holds this legislation in his hands. Americans MUST contact their elected officials in Congress and say No, No, No.

(4) :  Assessment Across Domains Including Social-Emotional Testing
This part may be cited as the `Promise Neighborhoods Act of 2013'.

SEC. 4702. PURPOSE.
The purpose of this part is to significantly improve the academic and developmental outcomes of children living in our Nation's most distressed communities from birth through college and career entry, including ensuring school readiness, high school graduation, and college and career readiness for such children, through the use of data-driven decisionmaking and access to a community-based continuum of high-quality services, beginning at birth.


SEC. 4703. DEFINITIONS.

SEC. 5502. USES OF FUNDS.
(a) Required Use of Funds- An eligible entity that receives a grant under this part shall use the grant funds to establish or expand inter- or intra-district public school choice programs for students attending the lowest-performing schools that enable those students to attend high-quality public elementary schools and secondary schools, including charter schools.


SEC. 5504. PRIORITIES.In awarding grants under this part, the Secretary shall give priority to an eligible entity that proposes to--
(1) establish or expand an inter-district choice program that serves a large percentage of students from low-income families; and
