Free daycare for everyone - if you give your baby to research. We have implemented a "womb to workforce" database here in Pennsylvania. Parents in Pennsylvania exposed the data tracking and trafficking of personally identifiable information on ALL of our children, not just babies. But, the prototype for babies put parents over the edge.
Leave our babies alone, Mr. President. I do not think we refer to our babies as "human capital."
But, let's go back to the babies. The new agenda is to monitor their behavior when they enter the preschool or infant care. ("Infant" is their term. Did you ever ask to hold someone's infant, or do you ask to hold their baby?) These little darlings are being primed for the docile workforce through operant conditioning. See our November 30, 2014 Press Release "Pennsylvania Citizens Call for Moratorium on Data Collection" that explains the contracts and the techniques that are being used to create the new global worker of tomorrow. Babies are included!
Below is one technique taken from Pennsylvania Functional Behavioral Assessment for toddlers. On page 27 - anecdotal screening, check marks sent into the federal data base collecting information on our babies. This step is the remediation for a stimulus response. When parents find out about these B.F. Skinner techniques being implemented on their babies, the federal government and the President better watch out. Mama Bears will protect their young!

CONNECTION TO ESEA REAUTHORIZATION
This subjective behavioral screening is being used in the classroom and in daycare centers. Daycare centers in Pennsylvania, at this time, are on a voluntary basis if they do not take federal funds. However, a Title I daycare, Headstart, or any daycare that accepts federal grants must begin using these social, emotional, and behavioral assessments. See previous post that gives details of the contents of "Lamar Alexander's Re-authorization of ESEA."
Please see pages 140 and 211 in Senator Lamar Alexander's Reauthorization of ESEA that refers to Response to Interventions and Positive Behavioral Interventions and Supports connects to IDEA.
Please see page 80 where the ESEA legislation by Senator Alexander states, "preschool through 3rd grade" uses teacher judgment - this is a reference to the anecdotal screening that is embedded in the Reauthorization of ESEA.
