They came for the public school children and I said nothing because I have no children in public schools.

 They came for the public charter and voucher school children but I said nothing because I thought it did not concern me.

            Common Core, Total Quality Management, ESEA/No Child left Behind, Taxation without Representation.

They came for the private and faith based school children, and I did nothing to protest because I have no children in private or faith-based schools.

They came for the home school children, but I did not bother to speak out because I have no family involved in home school.

They  came for the babies, but I have no babies, so I said nothing.

Then they came for me and there was no one left to speak out or protect me.

Once our suburbs have been “equalized” by HUD , won’t every school district be included in Promise Neighborhoods, which is being included in ESEA conference negotiations?

It was announced by leftist Julian Castro Monday. The rule has force behind it. Federal monies will be withheld and lawsuits accusing residents of racism will be filed. Any town that takes federal funds will be transformed.

It is not only forcing unnecessary racial integration, its forcing class integration and the destruction of the local governments who will officially become satellites of the urban areas. Neighborhoods will be diversified according to income levels. The plan is to make us into a classless society of the type Karl Marx promoted."

Do you think it matters that Portability (money following the child) has been dropped from the Reauthorization of the ESEA Act?

Promise Neighborhoods, established under the legislative authority of the Fund for the Improvement of Education Program (FIE), provides funding to support eligible entities, including (1) nonprofit organizations, which may include faith-based nonprofit organizations, (2) institutions of higher education, and (3) Indian tribes.

  5. Learning about the overall impact of the Promise Neighborhoods program and about the relationship between particular strategies in Promise Neighborhoods and student outcomes, including through a rigorous evaluation of the program.
  In 2010, the Promise Neighborhoods program awarded one-year grants to support the development of a plan to implement a Promise Neighborhood in 21 communities across the country that included the core features described above. At the conclusion of the planning grant period, grantees should have a feasible plan to implement a continuum of solutions that will significantly improve results for children in the community being served.

In 2011, the Department awarded a second round of planning grants and a first round of implementation grants. The five implementation grants and 15 planning grants will reach an additional 16 communities throughout the United States in order to help revitalize disadvantaged neighborhoods. Promise Neighborhoods is now in 18 states and the District of Columbia.

In 2012, a third round of planning grants and a second round of implementation grants were awarded. The 7 implementation grants and 10 planning grants will reach an additional 11 news communities throughout the country. Promise Neighborhoods is now in 20 states and the District of Columbia.

In subsequent years, contingent on the availability of funds, the Department intends to conduct competitions for new implementation and planning grants. While all eligible entities will be able to apply for implementation grants, eligible entities that have effectively carried out the planning activities described in the Notice Inviting Applications, whether independently or with a Promise Neighborhoods planning grant, are likely to be well positioned with the plan, commitments, data, and demonstrated organizational leadership and capacity necessary to develop a quality application for an implementation grant."

CLOSING IN ON AN NCLB UPDATE? : This could be an eventful week for the No Child Left Behind rewrite in Congress. After months of negotiations, lawmakers said Friday they are optimistic that a forthcoming conference committee "can reach agreement on a final bill that Congress will approve and the president will sign." The House may vote to head to conference Tuesday. Even though the details of the agreement are still secret, conservatives are already panning it, and Education Secretary Arne Duncan is applauding it. - Early childhood education advocates are particularly excited about the possibility of an early education program in the bill . Amid recent questions about whether pre-K is all it's cracked up to be, Nobel Laureate and University of Chicago economics professor James Heckman put out a working paper arguing that early childhood education programs are indeed effective, and they benefit disadvantaged children most. As those students have few alternatives to early childhood care, the findings apply to universal programs as well, Heckman and his team argue. IT'S FINALLY HAPPENING: Lawmakers have an agreement on a No Child Left Behind reauthorization and plan to name conferees in the House next week, according to multiple sources familiar with the ongoing negotiations. The agreement keeps Congress on track to pass a rewrite of the law before the end of the year, if things move smoothly. Lawmakers and aides have been working to hash out a compromise between the House- and Senate-passed bills since July; the House leadership tumult briefly scrambled plans to get the law reauthorized, but recently negotiators have buckled down. - So... what will be in it? Among the contentious issues negotiators have been wrangling over are accountability and how much authority the education secretary should have. Multiple insiders told Morning Education to expect some unusual solutions when it comes to accountability for schools.
 
- What's next? Both the House and the Senate need to appoint conferees, then the conference committee will hold at least one meeting. Any deal on a bill after that will need to pass back through the House and Senate before heading to the president's desk.
 
- Business Roundtable President John Engler is asking House and Senate leaders to keep accountability strong in the new law. "Both the Senate and House versions of ESEA legislation contain elements that business leaders support, but more needs to be done to deliver a meaningful education to our students," Engler writes in a letter sent Thursday, provided first to Morning Education. He is also asking lawmakers to include an opt-out requirement stating that states must test at least 95 percent of students annually in order to receive federal funds. Joint Statement on Efforts to Reauthorize the Elementary and Secondary Education Act

News
Reports began circulating this week that an Elementary and Secondary Education Act (ESEA) reauthorization deal has been reached with a Conference Report likely to be introduced after Thanksgiving. Conferees could be officially announced next week with the House likely to take up the Conference Report the week after Thanksgiving followed by the Senate. This timeline is unofficial and could likely change as the process unfolds depending on, among other factors, whether the Conference Report will have the support of House Republicans and House Speaker Paul Ryan (R-WI).
The House was in recess this week, while the Senate went into recess on Tuesday evening. They will reconvene next Monday.
EducationCounsel, in partnership with the Council of Chief State School Officers and the Center on Great Teachers and Leaders, published a new resource entitled, “Navigating the Transition: A Legal Primer on Using New State Student Assessments in Educator Evaluation.” The resource provides guidance to states and school districts as they determine how the transition to new state assessments for students will impact their educator evaluation systems.
