The Myth of "Local Control"

Be careful to define terms!

When advocating for "local control" of schools, be aware of how the change agents distort terms to their own ends. When we advocate for "local control" of schools we mean it in the traditional sense of locally elected representation at the local school district level. We mean parental oversight and citizen accountability.

What the change agents mean, by hijacking the term, is spelled out below as application regarding what EdSource, Inc. has named the "Local Control Funding Formula" highlighted below in red in the mailing received on Dec. 30, 2014:

Read below from the same mailer the six suggestions for leaders to engage parents in their children's schools, which is within the context of what they mean by "Local Control" and parental "involvement": Invasion and intrusion of homes to ensure that the parents are following the instructions of the schools in the agenda to provide "properly" prepared fodder for the limited learning for lifelong labor and parental support for the perpetrators once a child enters school at younger and younger ages.

The Charter School movement has also commandeered the term "local control" to appeal to self-identified conservatives to accept the idea of charter schools. Now there is yet another hijacking of the term by the womb-to-tomb advocates, who are using it to legitimatize their over-reaching plans to involve parents in the agenda planned for their own children, overseen by the state to ensure that each child comes already conditioned to conform... and all in the name of "Local Control."

Cradle Snatchers!

 Obama launches $1 billion early education plan

Here we go... official full throttle for the "early learning" agenda, universal "preschool," womb to tomb training ( called education). All the buzz words and players are on stage: Obama, Duncan, and other "stooges" including a "local sheriff from Ohio." Read the excerpted portions of the AP story below:

WASHINGTON (AP) — Declaring early childhood education "one of the best investments we can make," President Barack Obama on Wednesday followed up on a promise to expand early education opportunities for tens of thousands of children by announcing $1 billion in public-private spending on programs for young learners.

Obama said that less than one-third of 4-year-olds are enrolled in preschool and blamed the high cost of these programs for essentially shutting off access to poorer infants, toddlers and preschoolers. He said studies repeatedly show that children who are educated early in life are more likely to finish their educations, avoid the criminal justice system, hold good jobs and have stable families. All those factors are good for the U.S. and its economy overall, Obama said
To create or expand high-quality preschool programs, the Education Department awarded almost $250 million in grants to 18 states. They are: Alabama, Arizona, Arkansas, Connecticut, Hawaii, Illinois, Louisiana, Maine, Maryland, Massachusetts, Montana, Nevada, New Jersey, New York, Rhode Island, Tennessee, Vermont and Virginia. In all, 36 states had applied for the grant money.
On top of the federal money is more than $330 million from dozens of corporations, foundations and individuals. That money is part of a new campaign called Invest in US
The effort being led by the First Five Years Fund will challenge the private and public sectors to spend more on early childhood education. Among those supporting the campaign are The Walt Disney Co. with $55 million in learning apps and books, the LEGO Foundation with $5 million and the J.B. and M.K. Pritzker Family Foundation with $25 million.
Vice President Joe Biden closed the summit by asking the audience to imagine if each of the country's 40 million 4-year-olds had a chance to attend preschool. "This is tangible ... Every child is capable of succeeding. They just need a chance," he said. [emphasis added]
Note the slip of terms in this AP news article. Obama is reported  to say the usual lines about the so called benefits of preschools (early learning). He is reported to have stated: "Less  than one third of 4 year olds are involved in preschool" and he blamed the high cost of these programs for essentially cutting off access to poorer INFANTS, TODDLERS, AND PRESCHOOLERS. Note: INFANTS AND TODDLERS. Sometimes the real agenda is revealed by the perpetrators in their own slip of words. Make no mistake about it, this thrust for national preschool for 4 year olds is only the toe dipped in the water for what the real agenda is. It has been spelled out in many places and  many times, but here it is in no uncertain terms. The agenda is Early Learning overseen by public-private interests beginning at birth... even before if other sources are tapped.

Who are the private entities reportedly to "partner with government?  Examples of partners are: Buffet Early Childhood Foundation (remember Warren Buffett gave his money to Bill and Malinda Gates Foundation to use as they saw fit), the Disney Company, United Parcel Service. Note eighteen states named to receive the grants. Here is a list of the public-private partners from the White House website:

"Proselytizers of a new faith"

This phrase above was the title of an article by John Dunphy, written for the Jan./Feb. 1983 issue of The Humanist, the journal of the American Humanist Association. His article lifts the veil of respectability from humanism and humanistic ethics. Just what was was this "New Age" religion advocated by Dunphy and how would it be taught? Read his shocking comments:
I am convinced that the battle for humankind’s future must be waged and won in the public school classroom by teachers who correctly perceive their role as the proselytizers of a new faith: a religion of humanity that recognizes and respects the spark of what theologians call divinity in every human being.
These teachers must embody the same selfless dedication as the most rabid fundamentalist preachers, for they will be ministers of another sort, utilizing a classroom instead of a pulpit to convey humanist values in whatever subjects they teach, regardless of the education level—preschool day care or a large university.
The classroom must and will become an arena of conflict between the old and the new—the rotting corpse of Christianity, together with all its adjacent evils and misery, and the new faith of Humanism, resplendent in its premise of a world in which the never-realized Christian idea of “love thy neighbor” will finally be achieved. [all emphasis added]

This is what is at stake if we allow private, religious and home school education to receive tax money AND if we allow public education to be charterized, with NO elected school boards! ALL SCHOOLS WILL BE TEACHING THE PHILOSOPHY OF DUNPHY! As Chester Finn wrote in describing charter schools, "he who pays the piper calls the tune."

The Theology of Community Organizing

Liberation Theology, Community Organizing,
and the Jesuit Pedagogy

The book, A Theology of Community Organizing, broke new ground by beginning to articulate a cross-cultural and inter-faith ‘Theology for Community Organizing’ that arises from fresh readings of Liberation Theology. This blending of radicalism was demonstrated by the Filipino community organizers who combined Marxist Saul Alinsky’s ideals with liberation theology for a “theology of the poor” movement. This Filipino group added educator Paulo Freire’s leftist philosophy to the mix. From there the movement became popular in South Africa.

It would appear that the concepts of community organizing imbued with liberation theology have now filtered into many national and international organizations as a way of promoting participation of communities in social, economic and political change in both developed and developing countries. The civil rights movementanti-war movements, Chicano movement, feminist movement, and gay rights movement all influenced and were influenced by ideas of neighborhood organizing. Many organizations operate as “Faith Based Community Organizations” (FBOC) and are linked to national organizations such as the Industrial Areas FoundationGamaliel FoundationPICO National Network, and Direct Action and Research Training Center (DART).  The Industrial Areas Foundation was established by Saul Alinsky and was based on his Marxist ideas expressed in his books, Rules for Radicals and Revile for Radicals.

Included in the ranks of Community Organizers are Barack Obama and Cesar Chavez. Marshall Ganz, community organizer and former lieutenant of César Chávez, adapted techniques from community organizing for Obama's 2008 presidential election. Obama was the lead organizer in Chicago for the Alinskyian Developing Communities. “The Developing Communities Project”, which hired Obama as lead organizer, was an offshoot of the Calumet Community Religious Conference of Alinsky-trained Jerry Kellman. The network of community organizations Alinsky founded, known as the Industrial Areas Foundation, also received CCHD grants. [Catholic Campaign for Human Development, Ed.] The grants are being used, however, not just to seize power, but to change the minds of traditional Catholics. Indeed, this is a necessary prerequisite for taking power.” (1) The Developing Community Project operated under the Gamaliel Foundation, which received CCHD Grants and whose lead organizer was ex-Jesuit, Greg Galuzzo.

The Faith Based Community Organization, Gamaliel, has been concerned with issues arising from the recent demonstrations and riots in Ferguson, Missouri. They will be holding a national leaders’ retreat in nearby Florissant, Mo in early December, 2014.  Their affiliate in St. Louis is called the Metropolitan Congregations United and this group’s interfaith membership includes a fair number of Catholic groups or parishes in the St. Louis area. “The same separatist, anti-American theology of liberation that was so boldly and bitterly proclaimed by Obama’s pastor is shared, if more quietly, by Obama’s Gamaliel colleagues. The operative word here is ‘quietly.’ Gamaliel specializes in ideological stealth.”(2)

Gamaliel offers Continuing Education credits for participation in their national training programs.  Credit is made available through their partner, the Jesuit’s St. Louis University. Such credit is usable in 50 states. They say their method is Socratic. (Or dialectical consensus?) They say their style is “agitational”, which is hardly a Christian attitude for an organization that claims to be ‘faith based’. They also offer a three day training program for Clergy.(3) Are the Clergy to be counted in the ranks of agitators?

Has Liberation Theology’s ideology combined with community organizing been applied to promote changes in immigration procedures and policies here in America? Judi McLeod has a lot to say on that subject in her article entitled “Executive Amnesty’s Alinsky Inspired ‘Bishop Gate”. The top caption says: “The Obama administration was bankrolling America's churches as far back as 2010 in preparation for the November 2014 invasion of American sovereignty.(4) Remember that Obama is a Community Organizer “par excellence” and he was well trained in Alinsky tactics.

Liberation Theology has in some or perhaps even most instances been sanitized of its militant aspects but since it still focuses on redistribution of wealth, doesn’t it remain socialistic? The question is how great are the inroads of Marxist-inspired Liberation Theology and Community Organization into classroom catechesis and other classroom subjects in order to accommodate erroneous concepts of preferential treatment of the poor, globalism, Agenda 21 Environmentalism, and redistribution of wealth? Liberation theology has been discouraged and criticized by the Magisterium and Popes, yet how much of this Marxist model has been incorporated into Catholic Peace and Social Justice Programs in both schools and the Church?  (See “Social Justice in the Schools”).(5)

THE JESUITS AND LIBERATION THEOLOGY: Up until Vatican II the Jesuits had been called the “Pope’s Men”. In 1965, at approximately the time of Vatican II, Fr. Pedro Arrupe was elected Father General of the Jesuits. “Under Arrupe’s leadership, and in the heady expectation of change sparked by the Council itself, the new outlook- antipapal and socio-political in nature – that had been flourishing in a covert fashion for over a century was espoused by the Society as a corporate body.”(6) The Jesuits have always been highly regarded for their superior teaching skills and have excelled in the field of education. However, what now motivates Jesuit education? “The Society of Jesus –once known for rigorous orthodoxy and loyalty to the Pope –became a hotbed of theological dissidence, on issues ranging from the nature of the priesthood through the necessity of the Catholic Church to the acceptance of homosexuality”.(7) Under the Jesuit leadership of Fr. Arrupe, liberation theology found a new and powerful advocate. “Farther Arrupe, the superior general 1965 to 1983, presided over a dramatic transformation of the Jesuit order…consider the judgment of Time magazine, which recalls that Arrupe’s leadership ‘saw the rise of radical Jesuit participation in politics, from the anti-war movement in the US in the 1960s to the liberation theology that swept Latin America’.”(8)

Thus began a long and protracted battle between the leader of the Jesuits, Fr. Arrupe, and the Papacy.
Pope John Paul denounced the People’s Church as absurd and perilous including its strange ideological concoctions and political radicalization.

Piet-Hans Kolvenbach succeeded Fr. Arrupe in 1981. “Kovenbach’s Generalate would be a continuation of the ‘Arrupe spirit’ at the helm of the Order…The Jesuits…had no intention of changing their course on neo-modernism”.(9)

The current leader of the Jesuits, Father Adolfo Nicolas, is said to combine the discretion of former superior general, Fr. Kolvenbach, with the spirit of Arrupe. Nicholas, like Arrupe has been influenced by Asian religions. Fr. Nicholas’ quest has been: how to get to the core of Ignatian spirituality without speaking in Christian terms. Goals perhaps such as these prompted Benedict XVI to warn over and over about the dangers of religious indifferentism. 

The Jesuit Pedagogy: Did these radical changes in the Society of Jesus prompt the earlier Jesuit teaching formulas of “Ratio Studiorum” to be replaced by the Ignatian Pedagogy, A Practical Approach, formulated by the International Commission on the Apostolate of Jesuit Education?(10) The theology of Ratio Studiorum included dogmatic and moral theology, and all theology was under the guiding light of St. Thomas Aquinas. The Ignatian Pedagogy report was released following studies of publications of the Characteristics of Jesuit Education in 1986. Anyone who has a student in a Catholic school should read the Ignatian Pedagogy document to understand the “progressive and scientific education” methodologies of this paradigm. For an even more explicit example of the “progressive mentors” who have influenced the Jesuit Pedagogy (Benjamin Bloom, Robert Marzano, Fr. Arrupe, and Jerome Bruner, etc.) read A Privileged Moment- Teachers and Learners Walking the Way of Ignatius.(11) As Neo-Scholasticism was extremely diminished by Nouvelle Theology at Vatican II, is anything of St. Thomas left in the revamped Jesuit paradigm?

One could question if this Pedagogy is not the model for all schools, with Lorraine Ozar, of Catholic Common Core fame, employed by the Jesuit’s Loyola University in Chicago, endeavoring to insert the Ignatian Paradigm Project (IPP) into Catholic education?  Further, is this Ignatian Paradigm Project truly based on the Spiritual Exercises and educational teachings of St. Ignatius or is it just “Contemplation, Reflection, and Action” programed on values clarification, Outcome Based Education (OBE), and Transformational Teaching? Consider that St. Louis University’s website regarding information on the Ignatian Pedagogy is found on their “Reinert Center for Transformational Teaching and Learning”. OBE and Transformational Learning were embraced by highly influential people like Lee Shulman, President Emeritus of The Carnegie Foundation for Learning and Teaching.  It was he and Tony Byrk, current head of the Foundation, who met in 2007 with Catholic educators, including Dr. Ozar, to assist in the restructuring of Catholic education.  

Although, by 1984, the Nicaraguan bishops” blasted” The People’s Church, the Jesuit Provincial of all Central American countries along with the Nicaraguan Jesuits proclaimed that the Peoples Church was Christ’s Church and rejected all episcopal claims to control that Church. By 1985, under the leadership Father John Vaughn, the Franciscan Order had succumbed to Liberation Theology, anti-consumerism, anti-capitalism, and a ‘non-hierarchic’ church structure.

Regarding all the above, is the Jesuit reputation for excellent education and doctrinal correctness perhaps questionable? To see the leading role prominent Jesuit educators and Universities played in bringing Common Core to Catholic schools. (See Sources: “Catholic Education in America: To Deceive the Elec,t” below.)

How much Liberation Theology and Community Organization is being taught to students in the classroom and in their mandatory service projects today? And with regard to Liberation Theology and Community Service, how are Scripture readings being presented from the pulpit?  What is being promoted among community parish groups which are quite possibly being subjected to sensitivity training through strategic restructuring of the Church? Currently Fr. Gustavo Gutierrez, father of Liberation Theology, is an Endowed Professor of the John Cardinal Professor O’Hara Department of Theology at the University of Notre Dame.  Professor John C. Cavadini, who chaired the Theology Department of Notre Dame at the time of Gutierrez’s appointment, said he recruited Gutierrez because he’s the leading Catholic libertarian theologian, indeed the founder of the field. Professor Cavadini further stated that the theology of Gutierrez grew out of the “resourcement” movement of the mid-20th century theology.  Ressourcement is none other than the European Nouvelle Theologie or Nouvelle Theology which brought about a subtle but seismic shift within the Church at Vatican II. It has provided much of the rationale for all the above.

Anita Hoge's Call to Activism

What Citizens Can Do

This link will give you access to your state grant with the National Center for Education Statistics so that you can see how your particular state fits into the national data collection scheme. Each state can find their grant at the link below. You can identify how your state established a "national unique ID" for each and every student in your state. You can connect the "womb to workplace" data system and prove how this workforce data collection tracks individuals, including wages. Your "national unique ID" identifies your child through mazes of data trafficking that is supplied to the federal government. Outside contractors have access to personally identifiable information on your family for free.

    National Center for Education Statistics Grants for State Longitudinal Data Systems:

    President Obama's Executive Order (EO 12866) has allowed personally identifiable information to be collected, dispersed for research, and given to third party contractors by "unlocking" the Family Education Rights in Privacy Act, FERPA. Your state is no exception. This is the collection of information on your "whole child." If your child is about 28 years or younger, they have a national ID and a federal dossier. This data system has been announced by the National Assessment of Educational Progress as a prototype for a new kind of Census – a psychometric dossier, on every child, adolescent, and adult including information on their child's attitudes, values, opinions, and beliefs, "womb to workplace."

    The three following federal initiatives have nationalized education in the United States which were initiated without the authorization of Congress and done by Presidential Executive Order or by fiat through Secretary of Education Duncan:

    1.  The Common Core copyright that standardized a "model" curriculum and standardized the standards in a 50 state strategy creating a national curriculum and a national test.
    2. The "unlocking" of data through FERPA opening the floodgates of personally identifiable information (PII data) to be released to researchers, foundations, testing companies, curriculum and software designers, etc., and allowing the identification of individuals in a longitudinal data bank housed in the National Center of Education Statistics with a "national unique ID." The data system will be used to monitor compliance to Common Core birth through retirement, called a  student "snapshot."
    3. The illegal waiver for the Elementary and Secondary Education Act Flexibility Waiver, the Flex Waiver for No Child Left Behind lowers poverty guidelines to 0% so that ALL children would qualify for Common Core remediation under Title I that blankets a school. It changes the funding criteria of Title I to follow the child. It initiates teacher evaluations and teacher training to monitor whether teachers are teaching Common Core. And it expands Common Core to include dispositions, non-academic standards, and social and emotional learning in the affective domain, which are attitudes, values, opinions, and beliefs referred to as character or grit.

    Remediation or Interventions in Your "Whole Child"
    By using Special Education funds called IDEA (Individuals With Disabilities Education Act), the interventions in Common Core – both "academic and behavioral" remediation of individual students – are used to be sure each student achieves these Government desired attitudes and values. These interventions are called Response to Interventions, or RTI or multi-tiered system of support. This is the real issue of government interventions into the thoughts, feelings, attitudes, dispositions, and beliefs of American children. By using Special Education teams that are funded to go into the regular classroom they will screen ALL students. The controlled literacy piece of this agenda uses behavioral scripts, researched from BF Skinner's operant conditioning and individually prescribed instruction, programmed into computer courses, to prepare the future workforce for "functional" literacy. This is the science-based research that the government touts as being "effective." Parents are not truthfully informed of this process, and the behavioral interventions will proceed on ALL students without your knowledge and without parental consent. Your child will be observed, screened, tested, remediated, and repeated until they meet the government Common Core Standards. Period.

    This is NOT the Special Education that you think it is. This is NOT about an IEP. This has nothing to do with truly educating your child. It's mental health screening, America. This data is being fed into state and national data banks as soon as your child is identified with a "national unique ID." Where your state is in the process will depend on when your state applied for these federal grants in order to come up to speed with the technology and teacher training. The Early Learning grants identify infants and pre-schoolers, and also mandate screening the social and emotional development or affective domain.

    This psychological or mental health data on personalities, attitudes, values, opinions, beliefs, and social and emotional learning that a teacher is subjectively monitoring is scored on a template. The intervention team sets up a plan to remediate your child's values, opinions, or beliefs. What are the government’s criteria for interpersonal skills, or values, or attitudes? How will proficiency be attained?  How do you measure a proficiency in “cooper-ability” in toddlers?

    Tracking and trafficking of this personal and sensitive "snapshot" of your student is digitized into a state data warehouse relayed to the federal data warehouse. This data can be released to outside contractors through written agreements between state departments of education. This "snapshot" of your child reveals all mental, health, and physical aspects of your "whole child." This is unconstitutional and these Civil Rights issues remain to be pursued. All three federal actions were done without the authorization of Congress and deceptively initiated through presidential fiat. These three federal initiatives have effectually nationalized education in the United States, mandating that individuals meet the nationalized Common Core Standards.

    Data is the "new" currency. The trafficking of this data into the hands of corporate America represents the biggest redistribution of wealth – stolen from middle class America – that this country has ever known. All these researchers, corporations, foundations, businesses, and universities – i.e., Carnegie Foundation, Gates Foundation, Annenberg, Microsoft, Google, Walmart, Cisco, Pearson, ACT, McGraw Hill, ETS, Amazon, University of Pennsylvania, Carnegie Mellon, Penn State, etc, etc, etc,– are able to access this data for free! Your hard earned tax money is paying for every stroke on the computer in this data collection. Every data transfer; every textbook, curriculum, lesson plan; all research developed on 'how to' psychological techniques and conditioning processes; hardware, software, rewiring of schools, computers, iPads, Internet services, digital technology devices, phone apps, code books; every test, all embedded assessments into the curriculum; teacher training, teacher evaluations; data analysts, computer programmers; research in biometric data, every state longitudinal data warehouse, every federal data warehouse, every computer transaction and everything about Common Core... has been paid for by you! Your child's future is being stolen and sold. I hope that makes you mad. You are paying for it.

    Pennsylvania Update
    There are severe privacy violations in Pennsylvania. Anita Hoge's Research Group, Pennsylvanians Restoring Education, and the Pennsylvanians Against Common Core, have requested that Governor Corbett put a moratorium on all data collection in the Pennsylvania Information Management System, PIMS.  Our Press Release ( , issued first to Pennsylvania media and then to all national media, has not shaken the Governor's stance. We have requested that the Governor intervene, but still no action from him. He continues to ignore protecting Pennsylvania children and families.

    To that end, we are advising Governor Corbett that we have exhausted all of our administrative remedies to restore the privacy of students and their families. We have requested that he investigate these issues, and have requested that the Attorney General to step in and investigate wrongdoing. We have asked the governor to place a moratorium on the tracking and trafficking of data in the Pennsylvania Information Management System until an investigation can ensue. Governor Corbett has not responded. We are preparing to wage a legal battle. (See: and )

    We will provide information about how to access the documents to other state groups who want to discover how the personally identifiable information on their children is digitized in the federal computer data warehouses, and how it is being allowed to be re-disclosed to third party contractors in violation of privacy and other federal laws. We believe it is the right of parents, citizens, and students to know and understand exactly what this national data system will collect and how this data will impact their future and the future of their children. We believe personal privacy and family integrity must be protected. We give this information to you as a gift (below). I am hoping to hear huge rumblings across the country with bells ringing clear and long this Christmas season. I know it is the sound of blessed freedom.
