PASSING OF THE TORCH


Charlotte's interview with Jeff Rense (link below) contains her call on the younger generation to save America by taking the battle to their respective state legislatures and getting legislation passed to abolish the 50 state departments of education which now control education 100%, and which are in partnership with the corporations. She explains exactly why this MUST be done. She calls on restoring academic education at the local level with elected superintendents and elected school boards making ALL decisions related to our children's education.

American education researchers/writers/speakers have, over a period of fifty years, provided enough history of the deliberate dumbing down of america to sink several ships.

(Geneva, 2 July 2015) Eight international civil society organisations today welcomed a landmark resolution of the United Nations Human Rights Council (HRC) urging States to regulate and monitor private education providers and recognising the potential “wide-ranging impact of the commercialization of education on the enjoyment of the right to education”.

The HRC is the leading global inter-governmental political body dealing with human rights. In the resolution adopted by consensus of its 47 members, the HRC has, for the first time, responded to the growing phenomenon of privatisation and commercialisation of education.

This phenomenon, and in particular the emergence of large-scale for-profit “low-cost” private school chains targeting poor families in developing countries, has received heightened attention from civil society organisations and UN expert bodies alike in recent months.

Camilla Croso, of the Global Campaign for Education, reacted: “the rapid, unregulated growth of private providers of education is already creating - and enabling - violations of the right to education, threatening to erase the last 50 years of progress in access to education. This resolution shows that States have realised that they must act now to regulate such providers - before it is too late.”

Sylvain Aubry, of the Global Initiative for Economic, Social and Cultural Rights  elaborated: “Our research has consistently shown that privatisation in education leads to socio-economic segregation and discrimination against the poorest children in schools, in violation of States’ obligations, as was recently recognised in the case of Chile. The resolution adopted today, crucially highlights the obligation to provide educational opportunities for all without discrimination.

The resolution demands that States “put in place a regulatory framework” that establishes minimum norms and standards for and “monitor private education providers”. Delphine Dorsi, of the Right to Education Project, commented: “This is a very welcome reminder of States’ obligations under international law to regulate private education providers, at a time when a growing number of education providers, in particular multinational education companies, are taking advantage of weak regulation in some countries to make profit to the detriment of parents and children’s rights”.

The HRC resolution also calls on States to ensure that “education is consistent with human rights standards and principles”. Angelo Gavrielatos, of Education International, explained: "The evidence is quite clear. The growing commercialisation and privatisation of education is undermining the right to quality education. Governments cannot be allowed to abrogate their obligation to provide quality public education for every child. As recognised in human rights treaties, education is a fundamental pillar for a dignified life and must be protected as such.”

Crucially, the resolution confirms that “education is a public good”. According to Tanvir Muntasim, of ActionAid International, “this is the third time within a year, following the May 2014 UNESCO Muscat Agreement and the May 2015 Incheon Declaration, where States have described education as a public good. It is a striking response to the actors that have been trying to reduce education to a private commodity, rather than a universal right.”

The HRC insists in the resolution on the “significant importance of public investment in education, to the maximum of available resources”. For Katie Malouf Bous, of Oxfam International, “Too many governments have neglected their duty to adequately finance education, leading to weakened public schools and increased privatization as the inevitable result. Serious and substantial investments to provide good quality public education must be the antidote to privatization.”

Finally, the resolution asks States to “support research and awareness-raising activities to better understand the wide-ranging impact of the commercialization of education on the enjoyment of the right to education”.  Ian Macpherson, of the Privatisation in Education Research Initiative, stated: “We have been working with partners over the past few years to research the social justice implications of the growth of private actors in education, and we stand ready to collaborate with States to implement this resolution and increase and strengthen research and dialogue on this crucial issue.”

It is now time for all stakeholders to firmly take action to implement this resolution” concluded Tony Baker, of Results Educational Fund. “This particularly concerns States but also international institutions and donors, like the World Bank, that have been investing in for-profit, fee-charging private schools in recent years. These investments need to align with global and national efforts to achieve free, universal education for all to harness education’s power to break the cycle of poverty. Development actors, in addition to governments, must act in accordance with international human rights law.

THE PEOPLE, LLC FILE SUIT

The 2015 session of the Louisiana legislature included several attempts to remove the privacy protections of public school students contained within Act 837--protections which this same legislature had passed unanimously and the governor signed into law just one year ago. 

No attempt was more egregious than that of HB 245 by Rep. Henry.

At the onset, HB 245 was a good bill. The intent was to prevent the state from using content standards and state assessments to measure emotional, physical, or psychological characteristics, attributes or skills of our children. The Louisiana Dept. of Education added amendments which proposed to actually ALLOW such measures to be taken on ALL public school students in Louisiana.  The bill, as amended, was reported favorably to the full House and eventually became Act 384.

NEVER FEAR!  ACT 837 IS HERE!!

The passage of HB 245 into law was the legislature's, LDOE's and Gov. Jindal's attempt to ignore the fact that Act 837 of 2014 prohibits school districts from requiring the collection of certain information from students.  This information includes biometric and psychological information and can only be collected if voluntarily disclosed BY THE PARENT. 

That section of Act 837 was enacted notwithstanding any law to the contrary.  This means that no matter what any other law may say, this section of Act 837 IS THE LAW! 

LOUISIANA HAS ANOTHER SET OF LAWS THAT ARE VERY IMPORTANT:

Our Open Meetings Law states that, “Reasonable public notice of meetings of legislative committees and subcommittees shall be given in accordance with such rules as are adopted by the respective houses for the purpose.”

According to the House Rules, the author of a bill or the representative presenting the bill on behalf of the author may voluntarily defer a bill.  This is usually done when they realize that they do not have the committee votes to report the bill favorably to the full House.

Should a bill be voluntarily deferred, it can be rescheduled.  The House Rules for scheduling a bill require that proper public notice be given so that citizens will be able to follow the legislation.  There are several aspects of “proper notice” which include a listing of the instruments to be considered, as well as, the date, time and location of the committee meeting in which they will be heard. 

IN ANY EVENT...

On May 20, 2015, the House Education Committee heard HB 245 (Rep. Henry) as it was presented on his behalf by Rep. Paul Hollis.  Gov. Jindal’s Asst. Chief of Staff was also at the table in order to answer any questions the committee may have had.  Ultimately, Rep. Hollis voluntarily deferred HB 245.  

At that point, if Rep. Henry wanted another hearing of his bill, HB 245 should have been rescheduled for a future committee meeting in accordance with House Rules.  Instead, and with an assist from Chairman Stephen Carter, this is what happened:



OUR RESPONSE:

The agenda of this administration is clear:  No matter what the law mandates, the state intends to continue to gather data on our children as if they were lab rats in a cage while using compulsory education law as a means of trapping them in a system that uses non-academic measures to determine what career path students may choose and to decide whether students may attend community college or university.  

They may very well complete their agenda, but it won't be because we let them!  At the very least, we should expect our legislature to follow its own rules in keeping with Louisiana's Open Meetings Law:

The People, LLC have filed suit in an effort to have Act 384 (Henry-HB 245) declared void. It is our contention that it was illegal for HB 245 to have been brought back up for discussion at the same committee meeting in which it had been voluntarily deferred; and, instead, should have been rescheduled according to the Rules of the House.

2.  We must do experiments in the search for a new education model.

3.  The greatest characteristics of the 21st century will be the internationalization of education. With that in mind, we aim to develop our education in an international environment, as education is supposed to be an open system.

4.  China is carrying on its social reforms, encouraging individuals and the non-govern-mental sector to run education. Educational institutions in China are all affected by the shortage of financial resources.

5.  The secure job policy makes education a closed and extremely stable system, closed to competition...

We thought the Senate passing S1177, Reauthorization of the Elementary and Secondary Education Act,  7/16/15, a bill which had all the communist trappings of these Obama edicts,  was bad enough. Now, not only your local school's education is officially "communist", so will be the edicts from your constitutionally clueless  elected and unelected officials regarding where you will live, how you will live, and rest of that sentence for Alexander Solzhenitsyn to complete:

"Coexistence on this tightly knit earth should be viewed as an existence not only without wars… but also without [the government] telling us how to live, what to say, what to think, what to know, and what not to know."(*)

—Aleksandr Solzhenitsyn, Russian author and concentration camp survivor, from a speech given September 11, 1973.

(*)  Solzhenitsyn  could easily have added after "telling us how to live" the words "where to live", which is the communist population redistribution system described in the attached article "Regionalism is Socialism's Trademark",  by Morris Zeitlin, in the  Communist Daily World, 1973, the very same population redistribution system which has now been announced by the Obama Administration.

S1177, the Every Child Achieves Act, received 81 yes votes, 17 no votes, and 2 not voting.

The following Senators voted NO:  Blunt, R/ MO; Booker, D/ NJ; Crapo, R/ID; Cruz, R/TX; Daines, R/MT; Flake, R/AZ; Lee, R/UT; Moran, R/KS; Murphy, D/CT; Paul, R/KY; Riseh, R/ID; Rubio, R/FL; Sasse, R/NE; Scott, R/SC; Shelby, R/AL; Vitter, R/LA; Warren, D/MA; NOT voting were Graham, R/SC, Nelson, D/FL.

We should thank those voting NO since S1177 is NOT an education bill.         

We should also thank the thousands of grassroots Americans who did everything possible to get a NO vote on both Rep. Kline's HR5 and Sen. Alexander's S1177 legislation.  We almost killed HR 5; lost by 5 votes.  
I personally, for the grassroots, want to thank Jeff Rense for allowing the grassroots NO WAY ESEA message to get out.Without Jeff, we would never have come so close to defeating HR 5.  

 HR 5 and S1177 ARE NOT EDUCATION BILLS. THEY ARE COMMUNIST LIMITED LEARNING FOR LIFELONG LABOR BILLS! which originated in  Carnegie Corp. books (1934), in the United Nations, UNESCO and the Office of Economic Cooperation and Development, Paris, France.   They are part of UN Agenda 21.

The global workforce training agenda was resurrected during the Reagan and Bush Administrations, later supported by Clinton and Bush,Jr. and now Obama.  Workforce training is a major part of the world government/UNAgenda 21 plan.
As C.S. Lewis said:  When training beats education civilization dies.


The goal is to use the world's children to spin off profits for the global elite.
This international workforce training agenda is for ALL children on this planet.

Homeschooled children are targetted in  original New American School Development Corp  documents related to charter schools.  

This agenda is supported by the national and international chambers of commerce, the CFR, the multinational corporations, both political parties at the top,  the leadership of teachers unions (not teachers) and neoconservative organizations.  The Archbishop of Omaha, Nebraska, George . bishop, Chairman, Committee on Catholic education, an address to House of Representatives, and in a letter dated 2/23/15, recommended passage of  Republican Rep. Kline's HR 5, the Student Success Act.  Other Protestant religious groups, etc. have expressed support for these bills.

The National Alliance of Business in the nineties called for Kindergarten-Age 80 workforce training and community service.

S1177 includes, aside from workforce training, a heavy emphasis on  Communist Core Marxist curriculum and testing. THE TRADITIONAL ACADEMIC CURRICULUM HAS BEEN REDUCED TO 10% OF WHAT IT ORIGINALLY WAS.  I BELIEVE THE COMMON CORE IS THE LATE UN UNDERSECRETARY ROBERT MULLER'S WORLD CORE (NEW AGE) CURRICULUM.

S1177  includes provision of all community services (lifelong), especially mental health services (brainwashing for correct political values) birth through death, and "Soviet-style" early childhood education,  under the unelected school superintendent.  These hub of community schools are going in all over the country.    They are Hillary Clinton's "It Takes A village to Raise a Child" philosophy. S1177 includes extensive privacy-invading data collection related to Communist Core Assessment/mental health remediation.  This data will be used for employment and other purposes.

The unelected council form of government (regionalism/communism) is a requirement.  The call for tax-funded school choice and charters with unelected boards is found throughout S1177.   
Tax-funded school choice and charters without elected school boards are necessary for the workforce plan to be implemented. 
Tax-funded school choice and charters are also international and are found all over the world.

The call is also being made, in other prominent circles, (Marc Tucker, Carnegie)  to move education funding from the local property tax to the state level to be administered by unelected council, and to get rid of locally elected school boards; recommendation to move decision making to the state level.

STATE EDUCATION CONTROL IS MORE DANGEROUS NOW THAN FEDERAL CONTROL.   HR. 5 AND S1177 ARE BOTH ABOUT GIVING POWER TO THE STATE DEPTS OF EDUCATION, UNELECTED WORKFORCE TRAINING BOARDS AND  COMMISSIONS.   THIS MAKES MUCH SENSE IF EDUCATION IS NO LONGER EDUCATION, BUT IS WORKFORCE TRAINING WHICH HAS TO BE MANAGED FROM THE STATE LEVEL WITH COOPERATION OF CORPORATIONS AND UNELECTED COUNCILS.

Neoconservative organizations withheld their opposition to HR 5 and S1177 until the very last minute when they felt the bills might be killed.  Their coming on board at last minute was simply to take credit for killing them.  HR 5 passed by only 5 votes!!!!!!!I understand the same neoconservative organizations that did not oppose HR5 and S1177 until the very last minute are planning a campaign to abolish the U.S. Dept. of Education.

Why now when the federal Dept. of Education, after 35 years, has accomplished its job of funding and controlling all the State Depts of Education?   Where were these groups in the early 80s when Reagan was supposed to abolish the Department of Education?  Why now when most power has been shifted to the states?

DO NOT RESPOND TO THEIR SLICK PLEAS FOR DONATIONS TO BRING DOWN THE U.S. DEPT. OF EDUCATION.
Here is a partial list of neocon groups:   Heritage, Eagle Forum, Heartland, Freedom Works, American Principles, Women on the Wall, Pioneer, et al.  Many of them funded by the Koch Brothers.  These are Trotskyite organizations.   Trotsky was a communist, not a conservative.         


Americans must cease their affiliation with and financial support for the neoconservative organizations that support tax-funded school choice and charter schools with unelected boards and the school-to-work agenda.  Concerned Americans must work as individuals, NOT in a group that can be infiltrated.  That does not mean you cannot have a very loose knit organization that cannot be identified.  Please contact me for help on this score.

Concerned Americans should  focus instead on getting legislation passed in their states to abolish their State Departments of Education which have been financially and politically enabled since 1965.  They take their orders from the Carnegie Corporation, the National Governors Association,  the Education Commission of the States, and many other lesser known associations.  

LOCAL CONTROL IS NOT STATE CONTROL.    SENATE HEARINGS ON S1177 INCLUDED MULTIPLE COMMENTS FROM SENATORS TO EFFECT POWER MUST BE RETURNED TO THE STATE LEVEL.  STATE LEVEL IS NOT LOCAL LEVEL.          

KEEP IT THAT WAY.  GET LEGISLATION PASSED IN YOUR STATES TO ABOLISH YOUR STATE'S DEPT. OF EDUCATION!!!!

KEEP EDUCATION AT THE LOCAL, LOCAL LEVEL WITH  ELECTED BOARDS AND FUNDING THROUGH THE PROPERTY TAX.
